I think it was a matter of BOB not wanting to seem like he just gave the job to a rookie combined with the fact that he probably wanted to give Savage a chance because he has been in the QB room with him for 4 years and maybe he felt Savage never got a fair shake after getting hurt before the playoffs last year...but I truly believe the plan was to bring in Deshaun at some point just may have happened sooner than he thought.
