Hill, 35, averaged seven points and 5.6 rebounds in 56 games last season for the Philadelphia 76ers and Cleveland Cavaliers. Terms of the contract were not disclosed. The Heat have been ravaged by injuries to the front line, playing without budding star Caron Butler, Rasual Butler and Samaki Walker since the start of the season. Things got worse Thursday, when Malik Allen underwent surgery to remove a bone spur from his right foot. He could be sidelined two months. In 13 seasons, he has averaged 9.5 points and 8.6 rebounds. The 6-foot-9, 250-pound Hill was an All-Star in 1995 with Cleveland. He also played for Golden State and Milwaukee. Penney, a free agent signed Monday, scored three points and had one assist in 18 minutes over two games. The Heat, who are making the coaching transition from Pat Riley to Stan Van Gundy, are off to an 0-5 start, worst in the NBA.
