There's nothing much that can be said here. Forcing others to take you in with the threat of drowning yourself is a horrible thing to do. Letting someone die because they are foreigners and you think, therefore, their lives are probably not worth saving anyway, is also disgustingly callous. But it seems like they couldn't be helped anyway in this case.

In the hypothetical case where its possible they could have been saved, but someone elected not to do so, I think it is debatable whether that person should be punished. I don't think a person should be compelled, through force of law, to help someone carry out an illegal act. That isn't to say that any such inaction is morally justifiable. This is a gray area -- on one hand they need to account for their own security; on the other hand, these are still human beings, and we don't know what circumstances led them to that point.

 

Some people get off on other sufferings. It's sick. Better to feel very sorry for that sickness than to let it affect you negatively.
