If this actually happened, then the league can just undo the tearing up of the offer sheet and forced the rockets to match or let him go to jersey. Dmo is now prohibited from going to NJ, and the rockets could have just kept him an RFA by all accounts, so I don't think your possibility is correct.

"Reasoning"? No reasoning is needed to use the one-time, Amnesty Provision anymore than the Rockets needed to give a reason to waive Bobby Brown. Wasn't the reasoning because we were running out of time to use the provision (use it or lose it), it cleared playing time to develop PPatt, Morris, TJones and DMo (who were all on the team at the time) and it purged salary for Dwight, eventually. The purging part was the reason teams were given the provision in the CBA. No physical reason was needed to waive him.
