They do? Who asked them when they failed to respond? I don't see any evidence on that anyone left the country before flights resumed. Do you? Again, what's the concern here anyway? It seems like Bush went out of his way to protect innocents from an 'ally', potentially at political cost simply because many of the inncoents share the last name/are kin of bin laden.
