    I'm taking debate at school. I'm doing C-X and have to develop a plan which does the following:

    That the United States federal government should establish an ocean policy substantially increasing protection of marine natural resources.

    If you all had this topic and had to think out a genious idea to go about doing it, what would you do. And remember, your opponents would be thinking of ways your plan will not be successful. Even if you never tried C-X before, I would appreciate yalls imput.

    Seriously, check out the sites of National Geographic and the Smithsonian. Discover Google. Do some research. There are so many quick ways to research a topic now that I could weep thinking about all the hours I spent digging around at the university library.

    Or, you can hope that Mango will turn up.

    that's VX....NASTIER than what it was depicted as being on that horrible farce of a movie called the Rock. If was doing that, I would definitely look at the Texas A & M oceanographic site and the South Alabama ones for sure.

    Man, it takes so much frickin' research to find the best plan.

    My advice:

    Go huge or miniscule. The best plans are generally either the ones that either:

    A. solve for all the world's ills

    or

    B. Are so tiny and fix such a minor but obvious problem that no true disadvantages can touch it.

    I pursued both strategies at different time, depending on the topic and the opposition. (if you're facing a team that brings heavy T arguments, you might want the bigger plan. If you're facing someone who's going to run a DA blitz, run the tiny one).

    Whenever your opponents present a reasonable idea, scream at them. Call them traitors. Accuse them of contributing to the moral degeneracy of the country.

    1. OTEC
    2. Top Sub - US Navy has no diesel subs to train against, although they are the most likely competition ie China etc in the future.
    3. Kill the whales: Allow minke whaling. Allowing Minke whaling will save the whaling regime (IWC) by keeping pro-whaling countries like Japan and Norway within an overall governing body.
    4. THAAD systems based on naval vessels.

    I'll think of more, its been a little while. 1-3 are rocking cases.

    5. Have the US ratify Law of the Sea Treaty.

    Avoid A&M/Alabama oceanographic sites. waste of time in the debate context.

    6. Double hull oil tankers.

    7. Ocean dumping (hazardous waste) cases - check law reviews for great solvency ev.

    Generally try sites like Brookings Institute, RAND, Heritage Foundation, Greenpeace...

    8. Ban Chlorine: great advantages and the pro-ev is written with mnuch bigger impact than con.

    9. Ban pesticides: use IPM as solvency.

    10. komsamlants (not sure of spelling) but its the russian sub that sank and the nuke reactor is spilling out. should be able to find good solvency ev online, especially if you have lexis or westlaw. could be old - not sure if they already took care of it or not, but check it out.

    11. ban diving on coral reefs. plenty of ev points to the important effect of the reefs in our biosystem and the negative effect of sports diving. if you're not fast and need a small case to defend and keep from getting overwhelmed, this might be good.

    There's a dam in Washington that is really bad for Salmon. You should be able to pull plenty of ev up just from the internet.

    Chesapeake Bay has some really bad runoff pollution. I can't remember the book but there is a really good case with almost no disad's there.

    edebate probably has archived discussions about an oceans topic CEDA had in 95 (I think). you should be able to pull up a whole case list, cause I can't remember em all.
