My understanding of IR is that Savage wasn't allowed to participate in team or individual drills or practices. Nor do I think he's allowed to hold a clipboard or headset during games, if he's allowed on the sidelines. Even if they didn't anticipate him to play this season, he's lost a whole season of experience*, and BOB's leash got that much shorter for finding a franchise QB. Experience as a rostered backup QB >>> IR *teams may have methods that circumvent IR rules, like the Saints probably were in contact with Sean Payton during his suspension.

Only issue I see with Hoyer coming back next season to start while our rookie draftee sits a year is his health. His concussions are starting to happen way to often.

Heard something last week on 610 where they said the thinking was that the Texans were not that high on Savage. Thats why they just put him on IR without any chance to play. If they draft Hack and either TJ, Hoyer or Weeden comes back, not sure if there is room for Savage.

He can't practice, but he can still be with the team. He's still in the QB room when they have their meetings. It's not like his progress has been completely stopped. Hampered? Yes. But not stopped. It's possible, but the opposite was being reported during the offseason up until that point. It was a bad decision in hindsight to IR him. But I think they prioritized having healthy bodies on the roster early in the season. They didn't, and couldn't, anticipate the cluster***** that was Ryan Mallett, Hoyer having 2 concussions, or signing Yates only to have him tear an ACL. They expected the QB situation to be much more stable (probably shouldn't have), thus the need for having their 3rd string project QB on roster, even after he recovered from injury, wasn't seen as being as beneficial as making room for another player who'd be more likely to see the field. IR'ing Savage allowed them to "stash" a player they liked without using a roster spot on a player they (hopefully) didn't expect to play this season. On a different note: IMO, people who are ready to give up on Savage are going to be frustrated with Hackenberg or Cardale Jones. They're similar to Savage in that they have tools but aren't going to be ready to play as rookies. They need to sit for a couple of years too. But they probably won't and it's probably not going to work out well for them, being forced to play before they're ready.
Humble Pie has done some amazing things for QBs. Even Blaine Gabbert is looking decent. Mallet might be able to get it together in the future. Who knows
The issues with Weeden have always been that he has questionable accuracy and that at times he delivers his passes late...
Let's see how he does the rest of this year. I guess now there will be a big debate. Hoyer vs Weeden.

If anything, Weeden is trade bait. See Keenum last season. Only difference from last year is that the Texans should be making the playoffs this year. Whatever QB gets drafted will be battling Savage for the #2 spot, even if Hoyer decides not to return. No one is talking about it but Hoyer seems to be smart enough to know that his concussions might catch up to him and he might be considering calling it quits. If he's gone, then all three QBs will still be learning the system and they might as well get them another veteran to compete with Savage and the rookie.

That assumes that literally any QB that has started a game for the Texans this year wouldn't have been able to replicate that success against those teams. That's short sighted. The best thing Hoyer has done for the Texans this season is get hurt.
Weeden is a FA after this season. Technically, Case was too but the Texans had tendered him and still owned his rights. I don't think that's going to be the case with Weeden.
Weeden looked very good yesterday. I woudln't mind having him as a backup but we have had plenty of tape on him as well as Hoyer to know they will never be franchise QBs
But they did that with Keenum knowing they were trying to get other QBs. Remember they had Fitzpatrick on contract and they always planned on resigning Mallet. Keenum was never in their plans for this year. True that Weeden is not a restricted free agent but I don't think Weeden is in their plans for next year.
