Well I don't think that a lot of the urban families will go ahead to have a second child. The law allowed them to have already since 2-3 years ago but the bump was lower than the government expected. Most of modern Chinese young adults and kids are only childs, and most of them dont' even have cousins or have only a few cousins. They havent' learned to share and the cost of living in the cities is too much for most of them and getting their kids to a good university -which is the no.1 priority for them. Really doubt most of the families will start having a second child immediately. The law has managed to change their culture on that to a significant degree.
