Depends on how one defines "under" as his hand was clearly under the mid point of the ball. Back in the day, that would be a carry all the time, but the Age of Iverson changed things.
All depends on how the ref views it. When I was original instructed on how to ref I was taught that under the horizontal plane of the ball is "under the ball". I personally see part of the hand under the ball that is why he was able to completely redirect the path of the ball. This is RARELY called at the NBA level on a veteran player and only sometimes called on a rookie. I don't think the league cares anymore about a player being able to change direct by carrying the ball anymore, they like for you guys to get all wet over a guy falling down trying to guard that move. They also do not call traveling in the NBA about 90% of time it occurs. Guys shuffle both feet before they shoot or drive at an alarming rate. If they'd tighten these two rules up you'd actually get a different game out of the NBA. If you had ever been taught to ref a game by the book watching an NBA game will make you go crazy. It is what it is and Lawson is one of the best at that move so good for my Rockets!
People need to remember, when it comes to rules like carrying or traveling, there are 2 sets of rules; actual basketball rules and the double standards provided by the NBA for the sole purpose of "entertainment". The NBA is constantly tweaking rules, primarily for entertainment and secondly, for safety.
You cannot control the ball with your hand to make it go inwards and then outwards. That's the very definition of carrying. However, that particular move is basically legal because the rule is never enforced. Refs allow that move.
Denver is planning on cutting Nick Johnson so they can keep Mike Miller on the roster as an additional veteran presence for their young guys. After already releasing Kostas Papanikolaou, Pablo Progioni, and Joey Dorsey, it looks like Denver was only able to get a protected 1st round pick and cash for Ty Lawson and a 2017 2nd round pick.

It's called an in and out dribble, and is frequently performed at the high school and college level as well.
I know what it is. I used that move to perfection. I'm just saying, under the letter of the law, it's technically against the rules.
I can't seem to find anything on Lawson getting suspended. Season starts next week and you'd think something would have been announced now.
I don't think he will be suspended at the start of the season. And there are no updates whatsoever on his court case in Denver, so who knows when a suspension will come down.
Man I know it's early but still WTF is up with Lawson he talked big stuff but plays scared ! I never thought I would say this but even LIN was more aggressive them him, he would at least drive in get fouled, shoot some mid range shots something. Of Lawson doesn't have a clear look he's passing the ball off
