Using a Proxy Server

I know there are plenty of you who are good at this internet thing. I'm trying to learn how to use a proxy server, say to get around the download limits imposed by say Rapidshare. I tried deleting cookies and that doesn't seem to work. Anyways, does anybody know of a good list of proxy servers?

thats the way it goes for any realible public proxy server

I've seen lists of 'free' ones, but never could get them to work
