over, obviously... u go to any hotel/motel and they always do it over with the triangular tip.. so that sets the 'standard'
I hate when people roll theirs under. It's so inconvenient to try to pull it off the roll when your hand is running up against the wall.

over it pisses me off when it's under. there really aren't too many people that prefer under, but there sure are a lot of people that don't seem to give a damn. it's a simple thing - just put it over and share in the peaceful bliss that will soon be cleaning my anus.
I was thinking about this because I always do it over; it's so irritating to see it under, but for unknown reasons. I don't know why it's irritating as it really doesn't make a difference, but it just feels so wrong and so out of the ordinary. I'd go as far as saying that I'm more irritated about an under (for pointless reasons) compared to a woman complaining about the toilet seat being up or down. Hmmm, sounds like a new thread!
Technically, Miss Manners, as well as anyone else in the etiquette world knows that it is always in the UNDER position. And it should always be this way. It is like asking where a fork and knife should go. Maybe you like your fork on the right side... But that means you're an idiot! Forks always go on the left side! I could come up with more, but proper etiquette dictates I shouldn't.
