Oh, I don't doubt he did. It's pretty endemic to international relations since...er...ever. The Food For Oil thing, not mentioned here, is a pretty big deal, IMO. From the stuff I've read on him, Saddam always reminded me of Al Capone, on a national scale. He even studied Capone and his methods, and was an admirer. ALmost anything he's done, you could see Scarface doing exactly the same thing, in the same circumstances, including devoting a lot of time and money to generating some goodwill with his supporters by public works, etc.
Yeah this is along the lines of what I think the article might be grasping at. Haven't seen to many posts on that subject.
