Yeap, the potential is there. Moneyball says Lin is just as athletic as any NBA PG, even though the eye test does not. His athleticism stats coming out of college are on par with Steve Francis, who as you can see is part of the 38/7 club. This is all making sense now. From Weiland in 2010:

Wow, those are elite PG numbers. I don't think even Rondo got those stats last year. Your expectations are just way too high considering Lin is getting paid an average starting PG salary.
