People use the deep web for many legitimate reasons, mainly for privacy - meaning they don't want anyone peeping on what they are doing. Uncle Sam, Google, Facebook, Microsoft, ads, etc. all have tracking data and metrics and telemetry data being captured constantly. Many deep web users take their privacy seriously (some delusional, some not). Of course, all of the "bad stuff" on the deep web gets the attention, because who cares if people are using secure email, secure file sharing, etc.? That's all mundane stuff and nothing to report on.

However, the more 1984 our governments get, the more users that are going to flock to the deep web and cryptocurrency. Just see Teressa May's "We need to regulate the internet" comments after the recent terror attacks in London.
