I have just settled on the idea that I will have to Pay for sound more than anything else One can find actors for free or near free (ALWAYS SERVE DECENT TO GOOD FOOD) Camera men - in a low budget film you may have 2~3 cameramen at most Then it is about securing locations Dressing and costuming can be a problem but can be written around Sounds easy but it is not Rocket River
Thats still pretty good that you have that kind of access . If I can find camera men that had strong editing skills, I would have alot of content to display.
Know someone you trust as a preliminary editor. Know/find someone who knows the publishing business (it's a shark tank) and let them read it and show it around to their network of friends. Universities are good for this. Once you're comfortable with what you have, start sending it to everyone. Addresses are all online, email it but also mail hardcopies around. Then hopefully you'll hear the magic happy word "option".
