Condi Rice doesn't exhibit any of the trashy elements used in that cartoon. She's well-educated, well-spoken, and is always fairly dignified. Unless that's supposed to be irony (unlikely), I don't see how the joke even makes sense without appealing to a superficial stereotype of her race.
