Heck, you don't even have a President to elect since Australia has a parliamentary system of government. I suspect a lot of Americans would think it weird that your country (and a good many others) don't have the same separation between the Legislative and Executive branches. We are one of the few countries that has a separation in powers between the National Government and the State Governments. The Country has decided that each state will be responsible for their own elections. Given the sheer number of elected officials and the differences in which officials are elected and how, etc. it's not surprising that there would be different ballots in different states. Different states have different needs and different ways they handle things. It's weirder to me that there isn't standardization within a single state. The ballots are different in seemingly every county. The ballots that people in Randall County, Texas use are different than the ones the people in Tarrant County, Texas use. (We don't even have punch card ballots in Tarrant County. Our ballots are more like a scantron form where you complete a line with a marker). But it's just another way where local control has won out over mandates from the higher levels of government. The thinking being that the officials closest to the people know better how to serve those people in these issues. Guidelines are issued, ballots are approved by both parties and go through a vetting process.
