No. PER is a rate stat. WAR is a counting metric. It'll help his WAR but I would expect it to significantly change it.
Nope. There is no human mind that is strong enough to comprehend the complexity of the WAR calculation. Seriously, none of us have the slightest idea. It's a different calculation depending on which site you go to. We just kind of accept that it's a very useful catch-all stat.

PER and WAR are different. WAR is cumulative. WAR is wins over replacement. About 10 runs created is worth 1 win. Replacement is basically the opportunity cost of playing a player in the field. For Springer, he added probably just under 6 runs created today if I remember the weighting right. His WAR was 1.1 before today. I would expect his WAR tomorrow will be about 1.6-1.7.
