Ok. I can see how that is completely inappropriate. Completely. But if Chloe felt so violated and humiliated, why didn't she stop him right there! If that were my wife she would have stopped this dude dead in his tracks and told him the f off. It's these type of people that tolerate and in some instances, entertain the behavior, which leads to the person performing the acts or speaking the remarks to more than one person. I get it, it's part of the job but if you truly have boundaries and are all for them, you should speak the f*** up as they're happening. Not some time after the fact.
