Hmmm... did some further research. The 1994 lottery had Detroit, Minnesota, and Milwaukee tied at 20-62. Those 3 positions should have had ping pong ball allocations of 203, 162, and 126. Instead, they ended up getting 164, 164, and 163, and this was somehow decided by coin flip. Not sure how yet.
