Very hard to say. He is known as a very hard worker so hopefully he comes with an improved jumpshot and even better on ball defense. Will he ever be able to pick his spots a little better?
I think best (reasonable) case scenario for Taylor is something like Crawford or Stackhouse for their roles on the Hawks/Mavs. That is, as a gunner off the bench. To me, Taylor's just not an all-around player that Budinger may develop into. His strength is his ability to create shot in volumes, and why he was drafted. Taylor's volume shooting is much more useful on the bench, as I'm not sold on his ability to play 3rd or 4th option on the court. The only way I see him start on this team, assuming no major injuries, is to develop a shooting touch to the level of a Micheal Redd.
I thought he looked great in limited minutes. We're absolutely stacked at the 2, though. I'm confident we'll be seeing the same problem we had with Scola-Landry regarding minutes with Chase and Kevin soon enough.
IMO Jermaine is going to be a great support player. Especially if he keeps up the work ethic. He has already destroyed the D-League and showed good improvement when he's had significant playing time. He has the speed and footwork to become a lockdown defender if he puts his mind to it. Hopefully his future will be here.

I see a lot of potential for being good defensively from this guy. In terms of explosiveness he's basically a Von Wafer clone, but he just doesn't have Wafer's outside shot. If he can make use of his unmatched lateral quickness though to become defensively proficient, I think we can deal with his poor shooting and use him in a Ronnie Brewer/CJ Miles/Wesley Matthews role that Utah has honed to a fault. In Utah their premise is probably this--black guys with athleticism are in full surplus in the NBA, so you can just keep a rotation spot open for a long quick SG/SF type wing to be picked up through the draft or D-league or whatever, and then coach him up to play good defense. Then, when his perceived value or stock gets too high you just dump him off to a sucker team that will give you picks for him, like David Kahn's T-Bolves. And rinse and repeat. And save all your other roster spots for what really is at a premium for them--white dudes who can actually stick around in the NBA. Insofar as the athleticism goes, I think Morey may be catching onto that paradigm and drafting for athletic talent that can be coached up in the second round. Worked with Landry, did not work with Dorsey, worked with Wafer, and the book is out on Taylor. From everything I've heard though, the guy is willing to put his nose to the grindstone and take to heart what the coaching staff is trying to teach him. I think the Rockets team as currently manifested (aka Martin and Brooks as starters) absolutely need a SG rotation spot saved for a defensive specialist like Taylor might soon become. Plus his stock right now is real low. So I foresee no trading of him this offseason; in fact, Budinger would be much more likely to go just because he's already gotten playing time and shown potential in doing so.
GREEN very green but he could be another 2nd rd phenom, morey knows how too sift through 2nd round turds well enough to trade down every year & gets gr8 value & i think JT will prove himself even a trade late next season ala joey dorsey he even cashed him in yes thats right joey -D THE MONOPOLY WATER WORKS OF BASKETBALL VALUE!!
