Our efforts to root out the terrorists and stem the violence using troops has been hamstrung by an uncooperative civilian population. How about we use more of a carrot approach rather than the stick? If we allocate 1000 tons of food and goods to each major city (this would cost... say 1 billion dollars?), and have our troops hand out 3 tons of food per day. would that seriously increase our costs? and when any uprising or violence takes place, we simply leave. no american troops = no food or supplies. i think it would turn the civilian populace against the terrorists... am i being daft here? are they already doing this?
