So, they gave Student Visas to come to the "university" legally, then when they showed up, they deported them. lulz.

Why not open an ICE sting-corporation, too, that can get Work Visas for foreigners, then deport them when they show up for work.

sounds like a scam to bump numbers and make quotas, honestly. The Wire had several seasons about bumping numbers.
