Like him or not, the man is still a leader in one of the strongest countries in the world. That's just not appropriate. If there's one place where you should dislike the man but respect the office, it's right there. I'm for his un-popularity, I'm glad he helped Obama win the election, I disagree that we shouldn't be able to criticize Bush a time of "war", but I do believe if you're a world leader, and you see the leader of U.S. you should atleast shake his f--king hand. You can do it coldly, you can still avoid eye contact, but you shouldn't treat him like leper. If people can't watch the aol video, basically Bush had already shook all the leaders hands more than once. The video also shows him laughing and back slapping other leaders.
