I'm installing a garden hose rack/carriage on the side of the house into brick. I have the appropriate screws and anchors, etc. Do I drill into the mortar or into the brick itself? Thanks....
Why drill into mortar vs. the brick/stone for the bracket hole? If a hole is drilled into the brick, the brick may split when the bolt is tightened into the lag shield. Besides, if you ever wanted to remove the bolt, it is a lot easier to fill a mortar hole than a hole into brick or stone.
You need a masonry drill bit. I know that much. I would think you drill into the brick. Look for cement anchors.

Everything at our bar is hung on anchors that are drilled into the Mortar and not the brick. Like all the heavy Neons and stuff. If you have the right stuff for the job they will hold up great.
Stack has you pretty much covered...mortar, no brick. They make some sort of caulk/glue stuff that you can dab on the anchors (think plumbers' goop, but different) to get them extra stuck to the mortar, and it supposedly helps prevent any flaking/crumbling. But it's not necessary at all, especially since you're not hanging anything too heavy.
If you use the proper masonry bit, it shouldn't hurt the brick at all. In fact, they are pretty easy to drill though. The problem with trying to only use mortar areas as mounting points is, the holes on the rack might now allow you to line it up that way.
