I just heard this term not too long ago after living in the east Texas pines for over 10 years now, but it wasn't used in a derogatory way. They used it in terms of secrecy.
I've always known it as more of a inside joke as this gentleman humorously (and somewhat famously) uses it...
I used to drive through one when I made trips to Louisiana and Florida. Supposedly it's not that much of a sun down town anymore.
