I've said this before but we lost the trade war. Many of people want to exact your pound of flesh from the PRC, some literally given that Asians have been assaulted in the US and other non-Asian countries, over this but Trump isn't the guy you should count on to do it. This isn't the first time he's caved to the XI Jinping and the PRC. He caved on ZTE, Hauwei and the Phase one trade agreement.
We likely won't know this for sure but my bet is that in the call with Xi, Xi played him as so many other world leaders do. He flattered him and offered him some stuff that either benefited the US, such as medical aid and expertise, or some stuff that might benefit Trump and his family personally (Trump considers his, his family's interest and the US's as the same).
