If Tucker were playing better I'm sure Carter would have developed some kind of injury so he could go to the DL.
August 31 only applies to guys who have *not* been on the team's 25 man roster at all before then. Those guys are not eligible (ie anyone called up for the first time or anyone traded for after 8/31). Those players could only be on the playoff roster as an injury replacement. What a great job to get these first 2 Ws in the series. The goal was to win this series so it feels like they are playing with house money tomorrow .. Would be a huge moral boost to take down Kershaw after these last two nights.
This means he has to be on the 25 man on August 31st or on the DL at that time, not just been on the roster at some point. It is still possible for him to be on the playoff roster as a replacement. If someone that is eligible for the playoff roster is on the DL at the end of the season they can be replaced by anyone in the organization, as long as they were with the organization on August 31st. If it is someone on the 60-Day DL they have to have been placed on the 60 day prior to August 1st. Couldn't they just check the glove for trace amounts? My understanding is most pitchers have pine tar on their gloves anyways so how is that not illegal?

I would expect Tucker to be included somehow. I may be wrong but I think only one of the 60day DL guys can be replaced. One was put on after 8-1 I believe unless it can be considered retroactively then they would definitely have both.

See Mike Fast's post above. Given he actually works for the organization, I think it's been settled. Anyone who's been optioned down is still eligible. This would include a guy like Michael Feliz.
