The Going-to-the-Sun Road in Glacier National Park is nice but not as scenic as Trail Ridge Road in Rocky Mountain National Park imho! I have driven both but think Trail Ridge was much more scenic!
Southern Utah is nice... but it's not the most scenic. Areas of Colorado right next door are definitely better. Washington state also has some really amazing scenic drives. And the mountains of North Carolina area... really nice.
I'd go with Kashmir. If it's in the United States, the panhandle of Idaho. Close 2nd is Arizona. My favorite state not including roads is New Mexico. So much to see off the beaten path.
how are you going to say besides California? That state is awesome. I took the 101 from LA to SF as it nears the California coast and cuts through some mountains.
THIS. I've been in 45 of the 50 states. But NOTHING compares to this drive. It's a bucket list trip IMHO.

3-way tie between Colorado, Oregon, and Washington state. Arizona was beautiful, but it wasn't awe-inspiring in the way the other states I named were.
