Nothing happens until LMA signs with a team. If that means the Rockets don't have the "privilege" of overpaying, so be it. Better to not make a move than it is to overpay. Morey won't kill cap flexibility for anyone other than a star. Any other player he signs must have a tradeable contract, and a lot of these contracts being handed out are going to keep teams mired in mediocrity for years. I also find it interesting that the Mavs seem to be mirroring this strategy for once. Imitation being the sincerest form of flattery, right Cubes?
