You're certainly entitled to believe that, but there's no evidence of that. I'd guess that Castro would have been tossed to the side a few years ago, if that was the case. Then there's the whole Springer, Altuve, and Keuchel being linchpins of the team dealy. He also gave Jon Singleton a big league contract. I'm fairly certain Luhnow and co were capable of making their own judgment on the talent that was already in our system when they got here, and they are far more prudent than to let some ridiculous bias of "whose guy" they are enter the picture in their evaluations. No evidence suggests otherwise.
I think they likely valued him doing it at an extremely high (and ultimately unsustainable) rate last year. I don't believe they value the 2015 (or '12-'13) version of Altuve, however. That's the way most regimes operate; they value the guys who fit their models, skill-set, systems, etc. Luhnow isn't stupid; he's not going to irresponsibly jettison good players just because he didn't pick them. But if he thinks Kemp = (or >) Altuve, he's obviously going to favor his guy.
If you guys are ready to give up on Altuve then you certainly must be ready to trade McHugh for a pack of gum. Seriously give up on this trash flash
