Meaning if we are unable to sign Daz, we still have an elite player (Sands was a projected 2nd round pick) to throw our leftover money at. Obviously Daz is Plan A, but Sands is a better Plan B than just not spending the savings.
The Astros could have a chance to get Sands, depending on what Bregman/Tucker/Daz receive. It doesn't necessarily have to be a Plan B.
