Because he's actually an I,Robot and it would be difficult to move the Jarvis program from Stark's operating system to IOS-8?
My best guess: J.A.R.V.I.S. will be the MCU equivalent of Wonder Man's brain patterns that turn Vision to the good side. That's how he'll have the same voice.

Not sure they'd promote / showcase Spidey anyway...not when there's Captain Marvel and Black Panther coming up.
Yeah, but Spidey is pretty well known already, regardless of all that extracurricular stuff with movie rights and the like. I dunno. If it was me, I'd be trying to promote lesser known properties like Black Panther. You know people are going to see the next Cap film, but even with Chadwick Boseman, BP viewings might be low (in Marvel standards).
With all the exposure that Spiderman has gotten, I don't think there's been much at all from any of the other Marvel films to indicate he's part of the same universe as the other Marvel characters. I think if he showed up out of nowhere you might get a bunch of casual fans with, "WTF" moments - almost like I'm sure you'd react if Spiderman made an appearance in "Batman vs Superman", or if The Punisher showed up or something. If I were planning it, I'd want to do something like an after credit scene to maybe lessen the jolt of him suddenly showing up in the same orbit as the Avengers.
They should remove him from Civil War and see how people respond to Batman. But Marvel/Disney throws caution to the wind and succeeds so no worries. I have tickets to this BTW, reserved seating (back rows just left of center) for Thursday the 30th downtown. That's game 6. If there's a game 6 I'm bailing, if anyone is interested in them PM me.
