The Rockets would be in a situation where they'd have no cap room anyway, so the actual salary only matters in so much as it impacts their willingness to spend other money under the cap. The second issue is whether he makes you a title team. If you think he gives you a good chance to win a title over the next 2-3 years, you can't pass that up because of year 5.
When looking at Dragic cap numbers, keep in mind the cap will go up to like 90M in a few years because of the new TV deal. So everything is relative.

I agree if getting Dragic puts in the WCF and Finals picture for the next 3 years it has to be done I am just seeing how it would be later - I just feel that sort of big $ is crazy for a guy who is really good but isnt a foundation piece like Howard and Harden are

You could look at it this way... Harden's contract is a downright steal right now, given his lesser max contract. This allows us to overpay for Dragic to get that final piece.
