If Obama has allowed you to drill drill drill to your heart content, there would have been a glut of oil supply much sooner and oil price would have dropped even lower, trending toward $20/ barrel and all of these marginal oil producers in the US would have gone out of business long time ago.

So you see, Obama is indeed responsible for shale gas and oil development at a profit.

In order for a gallon of gas to drop to 99c, crude oil price would have to be lower, much lower than profitable to drill in the US.
