I could be wrong. But I'm going to take a wild guess maybe, just maybe, the reason why these moves aren't done earlier may have something to do with this.
What I'm saying is, why not waive Black earlier so that you're 100% sure Josh Smith will be ready for tonight's game? Makes no sense to do it late, only to have Josh not available tonight. Then you might as well cut Black tomorrow, it's still 2nd day of christmas you know..

I understand that, but to me it seems you either try for a few more hours and just accept Josh will not be signed today. Thus, cutting Black tomorrow since it's still Christmas. That way you do not have to rush.
I was under the impression that you only need the physical if the player was traded. I'm almost certain we do not have to wait purely due to the fact that Black was waived, and Smith was simply signed.
Why wasn't all this done before? They've had plenty of time (days) to get this completed? Whats the damn deal?
Let's be patient. The FO knows what it's doing. Besides which, McHale doesn't like to play guys without a practice. It's not the end of the world if Smith does not play tonight. If he plays, it could end up hurting our play because we haven't even practiced with him yet.
Worth the effort to squeeze every last chance at a trade before signing him. If we had gone ahead and waived him earlier we could have been trading a potential 2nd round pick for 1 game of Josh Smith. Obviously with hind sight we now know we did not get said 2nd round pick but at the time it looks like a defensible strategy. Plus he could still suit up today anyway.
