They don't work because they prohibit freedom of thought and innovation. That's why theocracies are backwards. If you want to improve the world you need to work to break up that structure on those societies. Religion shouldn't dominate people's lives. When it does, it promotes backwardness and backward practices. That's not just something you see with Islam, but every religion, including Christianity and Judaism.
