It can take a few years for the passing to improve. Look at Steve Nash. He was a great shooter, but average passer for the first 4 years of his career.

Sorry to say, but the chances of Ish becoming a good shooter are slim to none. When it comes to jump shots, there is usually a lot of room for improvement as there are a lot of different variables to consider. But generally speaking, if you shoot .484 from the FREE THROW LINE in college it's pretty damning. He did manage to shoot .789 his junior year, which is way outside his average, but that was also on his fewest attempts for a season, and it was counterbalanced by a dwindling three point %. In short, I wouldn't hold my breath.

Ish needs to attack the basket more ala Brooks. He is said to be faster than Brooks. Maybe attacking the basket every now and then would help his scoring. Also, he has a decent 15 ft. shot. Maybe mid-range is his game.
How much have you watched him play? I would say he attacks the basket too much. He is a poor finisher around the rim and would do better driving and kicking out to a shooter. Until he gets his floater to sink I don't think he needs to attack the basket any more than he already does.
