2010: Obama administration scraps quarantine regulations

The Obama administration has quietly scrapped plans to enact sweeping new federal quarantine regulations that the Centers for Disease Control and Prevention touted four years ago as critical to protecting Americans from dangerous diseases spread by travelers.

The regulations, proposed in 2005 during the Bush administration amid fears of avian flu, would have given the federal government additional powers to detain sick airline passengers and those exposed to certain diseases. They also would have expanded requirements for airlines to report ill passengers to the CDC and mandated that airlines collect and maintain contact information for fliers in case they later needed to be traced as part of an investigation into an outbreak.

Airline and civil liberties groups, which had opposed the rules, praised their withdrawal.

Well the good news for him is he won't go back to Liberia.

The bad news is it will be because he is gonna die in Texas.

Good. And a sucky set of regulations it was.

By the way, did you happen to mention in your post that quarantine regulations were updated in October of 2011 here: 42 CFR part 71? Or did you mention that HHS/CDC also last updated quarantine regulations through a Final Rule published in the Federal Register on 2/4/13?

No? Oh, I see. You meant to leave the impression that because W's revisons had been scrapped that nothing was in place. How very clever of you... or should I say the wingnut sites currently pushing this without any context or facts since 2010.

Here's what CDC says on their page about quarantines:

More specifically (and please note Ebola is a viral hemorrhagic fever)...

That said I do realize the current regulations are not quite what the Bush Administration proposed and of course, that incompetent, evil Obama scrapped those proposals, so it obviously means we're all going to die, just like Obama and his minions at the CDC want.

here's what Obama said in 2005:

BARACK OBAMA: “Although we have begun to step up to the plate in the Senate, it is unfortunate that none of the avian flu bills that have been introduced have passed into law. Frankly, there’s been a lot of talk, but not enough action. And this isn’t just true of the Congress.

One year after publishing the draft pandemic flu plan, the Administration has still not released the final HHS Pandemic Flu Preparedness Plan. Half of states haven’t published plans either, and we know that many of these states will need substantial help.

This lack of planning is compounded by the fact that we still don’t have a FDA approved vaccine against avian flu, and the one drug that many countries are relying on—Tamiflu—may be less effective than experts had thought. The manufacturer is also struggling to meet the demand, and it could take up to 2 years for it to make enough for the U.S. stockpile, presuming this Administration finally puts in an order for the drug.

I would ask my colleagues how many hearings and briefings that they have sat through where witnesses and experts have urged the United States government to be better prepared for these types of crises.

The failure to prepare for emergencies can have devastating consequences. We learned that lesson the hard way after Hurricane Katrina. This nation must not be caught off-guard when faced with the prospect of an avian flu pandemic. The consequences are too high.

The flyways for migratory birds are well-established. We know that avian flu will likely hit the United States in a matter of time. With the regular flu season coming up shortly, conditions will be favorable for reassortment of the avian flu virus with the annual flu virus. Such reassortment could lead to a mutated virus that could be transmitted efficiently between humans, which is the last condition needed for pandemic flu.

The question is will we be ready when that happens? Let’s make sure that answer is yes. I urge my colleagues in the Senate and the House to push this Administration to take the action needed to prevent a catastrophe that we have not seen during our lifetimes.

Thank you. I yield the floor.”

Being in the US he might actually have a good chance of surviving. I read that the ebola patients that were brougt back to the US that they likely survived not because of any experimental drugs they were given but that round the clock advanced care was what made the difference. The practices in technologies to keep patients hydrated and replace fluids that are lost might be enough to keep the body strong enough to fight off the virus. In places like Liberia though where even without a massive outbreak the medical system is already lacking that type of care can't be given.

Those patients were diagnosed early and treated with meds this guy won't get. Ebola Ernie was sent home with antibiotics, allowed to get worse over two days then went back in an ambulance blowing chunks on the way to the ER.

rimmy's post was an ad hominem attack on what I posted, implying that Obama's own words and actions somehow constituted a "wingnut attack."

I think the older women was in pretty bad shape when she was sent back to the US.

Not knowing how bad this guy is I would still give him much better odds of surviving in the US than he would if he was still in Liberia.

Huh? Rimrocker's post while not nice pointed out that the Bush policy was replaced with another policy that still allows the quarantine of sick individuals. I'm not sure how quoting Sen. Obama from 2004 counters his post.

If this were the movies, then pretty much D/FW would be completely infected right now due to the botched handling of this case. If the Ebola virus mutated and became air born, we'd all be screwed. And, if I had to guess, then I would say this guy knew something might be up and, wanting the best chance at survival, decided to hightail it over here to get the best care possible before he became symptomatic. Otherwise, we're just supposed to believe he was just being completely ignorant the whole time helping his sick neighbor thinking it couldn't possibly be Ebola even though the outbreak is all over there. A part of me thinks he and his family should be deported for his actions. How would you like to be living in the apartment next door to these folks...or even in the same apartments?

It wasn't an ad hominem attack. It was an explanation of current regulations (which you intentionally ignored and tried to make readers think were not in existence) and a refutation of the purpose of your passive-aggressive post; the aim of which was to make a stupid political point that had no bearing in reality about a global crisis. And do you really want to get into a discussion about which party has consistently advocated for better funding and capacity for CDC and state health agencies? I'll give you a hint: It's not the party that has Paul Ryan as a member.

Your follow-up post was a desperation duck of a heave that fell harmlessly to the turf well before anyone in the endzone had a prayer of catching it.

Since this is not D&D, I'll quit now as long as you don't try to pull this again.
