You don't teach your kids safety based on stats. You tell them "don't talk to strangers" despite the fact that most strangers are harmless. Or "don't take candy from strangers" despite the fact that most candy is harmless. In a general sense, if you're 12 and standing outside your house doing nothing wrong, and people approach you, you should go back towards your house. And if you go hide, and they then try to grab you, you should defend yourself. This seems like basic common sense to me.
