This would only come into play if the Rockets need to send more salary then they take on. There's no reason to think this will happen. For example, in a Rondo trade we would likely be sending out the bare minimum salary necessary to match Rondo's salary. So suppose is Terry, Jones, Nick Johnson, and NO's pick. Boston saves roughly $3-4mil in that situation. This applies to any trade we may make. What you're saying would matter if the Rockets are seeking a player making very little money and need an attached bad contract in any trade.

I could see maybe Pelicans pick, TJ, 2 seconds and Terry's expiring contract maybe getting Milsaps expiring contract and Bird rights...
In case it's not obvious, this is the last 'big' move until Dec 15. We just traded our non-guaranteed fillers which were getting ready to 'expire' (use it or lose it) for a guy that can't be traded until Dec 15th. We have a few contracts we can still trade but not for a big fish. No Rondo or Rubio (thank goodness). No Bledsoe. No Dragic. This is your 2014-15 rockets until the trade deadline. Morey saw this as a way to trade in assets that were expiring very soon for something that expires later and pick up a couple of his favorites...2nd rounders.
