No, nothing to do with what they thought of Mallett. Mallett's contract is up at the end of the year and Brady is still clearly the guy there for another 3-4 years at least. They were not going to extend him (and pay a backup QB big money) so they had to draft a guy that they could groom again. They didn't think Brady was going to play for this long.

I hate to beat a dead horse, but based on watching every single college game he played at Arkansas; I promise you Mallett is a brilliant quarterback. He tore apart SEC defenses with his field awareness and arm.
The patriots have "bailed" on every single qb that has backed up Brady, so not sure what you are getting at?
That's not really impressive considering non NFL caliber QB's like Tim Tebow and JFF did the same. In fact, both of those guys completed a higher percentage of their passes, had higher QB ratings, and higher yards per attempt than Mallett so that's especially unimpressive.
Richard Seymour, Mike Vrabel, Randy Moss, Ty Law, Deion Branch, Drew Bledsoe, Asante Samuel. The Pats are the moneyballers of the NFL. If Grappolo is their future, and Mallet is a goner next year, you get what you can, and they did. I applaud the Texans for waiting for the price to be right and not panicking and throwing a big package out there like the Redskins/Raiders.
How many of those had more than 1 more worth a damn season in them? Almost all of those guys were washed up or all but washed up by the time the Pats passed on them.
All of them still had some talent left to burn, but their salary (or salary demands) had outpaced their production/worth. Edit: Add Wes Welker to that list.
We ALL knew down here that Tebow would be a bust (despite the delusional super-fans of his character). Mallett led a pro-style offense under Bobby Petrino. Tebow was a remarkable "athlete" but never saw him as a pro QB. I thought he should have gone undrafted but the Broncos tried to hone in on a cash cow. Mallett, on the other hand, was deemed a first round talent by many. I'd be lying if I said his character concerns didn't harm his draft stock. He's the anti-Tebow, if you will.
I really feel that Mallett's presumed availability (due to discussions to trade for him prior to the draft) allowed us to pick Clowney instead of going another route (i.e. Trade down a spot for Bortles). Picking Clowney was the win, plain and simple. If Mallett delivers, which I personally think that he will, for a sixth/seventh round pick, then that is the the icing on the cake that is filled with win.
