The players that "don't want to come over" don't have to come over because they're actually good and make a lot of money over there. Those players don't need to take a risk and come over to be on the bench, when they can be stars over there. Players that are eager to come over usually don't make as much and therefore need the money.
Ok, I understand what your saying but I don't believe that it comes out of that $3M. The $3M number is a limit for the amount of cash that a team can pay as part of trades each season. The buyout assistance isn't part of a trade so it shouldn't have to come out of that $3M amount.
