It's a bit of a grey area...they look at whether it is a "natural position" of the arms and whether you "increase the body surface facing the ball" or something like that...so basically, you kind of have to keep your hands behind your back to make sure, which is of course impossible. Tricky. But most referees would nowadays give this penalty, since the hand stuck out and stopped the ball.
It is in the judgment of the referee at the least. If he decides the player used his hand to affect the projectory and it was planned (unnatural movement, attempt to stop it), then it's called a "handball." It's called all the time if the player has intentionally placed his arms OUT, and it's NEVER called if the player has his arms intentionally placed AROUND or COVERING HIS BODY.
