Your own article does not really show how whatever the SPC did "accelerated the country's descent into full-scale civil war." There's a bunch of paragraphs recounting torture, and then a paragraph at the end stating that the Shia militias "helped germinate a civil war." Last time I checked, Shia militias don't need our help to kill Sunnis.
