You're over thinking this. As others mentioned, this was filler to bring characters that are important later in the story back into the picture so they are not forgotten. This story arc was never in the books. It was a thoughtless story arc that was never intended to branch out further. The Nights Watch are agnostic to everything except the wall. For many, it was an alternative to a death sentence. The nights watch doesn't need to dispatch others to hunt them down; Once they are found by anyone in the kingdom, they will be executed.
Book/TV show question. Tyrion Lannister is more of less one of the 'main' characters in the tv series. Is that the case in the novels as well, or is he just played up more in the show because it's Peter Dinklage?
The books do each chapter from a different character's point of view, so you get their thoughts along with their story. The point of view characters for the part of the books that the show is covering now are Jaime, Arya, Tyrion, Davos, Sansa, Jon, Sam, Daenerys, Theon, and Bran. Catelyn and Eddard were PoV characters before they died.
Yes Tyrion is one of the main characters. Nobody knows for sure who survives in the end, but I would strongly bet that Arya and Tyrion survive. +1 if Danearys is killed by one of her dragons.
And Rob never was. So there's an instance where a character, despite being King of the North, was more important in the show than he was in the books.

they did a great job making Tyrion seem guilty as sin with all of the circumstantial evidence the book did something similar
Yeah that last scene before they cut away really was something. The fact that he's standing up to his father, which they never do is just awesome. Also, what's up with Shae? Surely she can't be that mad about him calling her a w**** and sending her away. There's something else there.
It has to be threat of death if she doesn't agree to do this. Cersei knew she was Tyrion's w****, and they probably found her and threatened her.
How would they even know where to find her though? Not many people knew about it. Tyrion, Bronn and possibly Varys due to him talking to her about it. Speaking of, what has Bronn been up to? I guess just training with Jamie still I suppose.
