I am sorry to burst your bubble, but it is clearly an offensive foul. Its 2 in fact, first a hook and then a push off.
It looks like Teletovic had him on the spin but hooked him when he didn't need to.. so yes it is an offensive foul.
It's so bizarre to me that people are saying this is an offensive foul. He spun and was already way past Parsons before any movement with his arm so there is no way it's a hook. Then, to your point it doesn't even look like his arm touches Parsons at all and even if it did at that point it wouldn't be an offensive foul because he was long gone. Parson's didn't complain. It was just bad defense combined with a really nice move.
I just hope Parsons has decent postseason success so some team can stupidly overvalue him and give us a superstar in return for him and a few other pieces to match salaries.
Everybody wants to argue about it being a offensive foul, my first reaction was TRAVEL. Didn't he shuffle both feet before the power-dribble?
It didn't look like "hooking" to me; it looked like Parsons made the fundamental mistake of not over-playing the baseline from where there is no help coming. I learned that at age 14.
I really wanted the Rockets to trade for Teletovic. He is a really good and confident shooter and has more overall offensive game than meets the eye ask Parsons. Defense not so good, but in certain matcheaswhat he does is spread the floor for Howard offensively. With teams like the Clippers that like to crowd Howard, Teletrovic would sting them with open 3's and they eventually would play him and then Howard can go off.
