I think it was 4.9, but yeah, it doesn't really matter, his 3 cone time was pretty solid meaning he's quick enough to be mobile in the pocket.
Combine 40 times are not always indicative of "on field speed." Blake has tape that shows he's faster than his 4.9 40. And he also has tape of escaping Clowney when Clowney had dead aim at him twice...

His speed is more than adequate as a pocket passer. Unfortunately on film he is closer to Manziel than Bridgewater when it comes to pressure. He takes off running. If he is going to do that in the NFL he will get killed.

I honestly don't care what you conclude because if that's the first time you are seeing that chart, you haven't been paying much attention because it's been all over the place since it appeared in a report that was published on January 9th.
McShay and Jaws just said on ESPN that they're highly impressed so far with Bortles. Jaws likes that he has a quicker release now. McShay was impressed with his accuracy.
He hasn't been perfect, but he's shown some pretty good arm strength and most of his passes are accurate. I think there have been 2 or 3 that I would consider inaccurate, but most of those were caught, also I think there has been 2 or 3 that have been dropped.
