Because it hasn't been a priority. They refuse to allocate resources - money and/or draft picks - to the ILB2, because it's a relatively unimportant position. It's not as if there haven't been good free agents and draft prospects available. Not many teams out there with 2 great ILB's, the ones that do enjoy that luxury have a much more favorable cap situation compared to the Texans.
