People who hire illegals and pay them less than the minimum wage are breaking the law.

Yup, but the enforcement mechanism is ludicrously weak. Under the FLSA you are relying people to bring suit against their employers which usually means they are out of a job and might not be able to find employment again. Undocumented people fear retaliation (which is also unlawful, but they don't know/care) by employers who will call into the DHS-ICE hotline - not that ICE will do anything, but that's enough of a chilling effect to keep many undocumented from even thinking about bringing suit. Even after you bring suit, they also lose all that time they spent in litigation against a possibly insolvent person or company. Unless they have a high dollar claim against a company that has the resources to pay out, there aren't many attorneys who will take these claims because it isn't worth their time.

The DOL can enforce, but they are worked to death and don't have nearly enough people to prosecute all the FLSA violations that go on in American workplaces.

Are you in college? You seem like you might be young and just discovered this moral cynicism phase.

You aren't breaking any news by telling people that history is full of the strong taking from the weak.
